Railroads are taxpayers too. They don’t get near the subsidies that other forms if transportation receive. I’ll bet trucks, barges or even freight airlines get more taxpayer money than railroads.
Why should the taxpayers foot any of these improvements, let alone 90%? Shouldn’t the railroad have been performing ongoing maintenance on their trackge over the years? They have 89 shippers - charge them for the upgrades.

Hey, Philip; how about the truckers who drives on these roads and you know pays for the roads construction and upkeep? Wouldn’t you like to see less trucks crowding the highways?

Maybe trucks should have there own roads and maintain them like the railroads do then there would be an even playing field
