A Double Stack question....

Hi, I was watching this photo:

and does somebody know why a double stack can’t carry a 20 ft containers on top?

because a 40 ft container doesn’t have inter box connectors (IBC’s) at the center. So the 20 ft containers would be attached only at the ends which wouldn’t be secure. 20 ft containers only go in the bottom layer in the well.
