have seen in person flat cars used as bridges
These guys make a business out of it: “Paragon Bridge Works” They have a YouTube channel where in different videos they describe and show the conversion process along with various installed examples.
Looks like someone added some framing for a deck. Might be a great spot for fishing.

what kind of coach is that any railroad name on it?
At first, I thought it might be Milwaukee Road. Milwaukee loved horizontal ribbing. But, looking at the car end, I suspect it’s in a land far, far away. Where they, too, love horizontal ribbing.

Yep put some deck boards on top of the stringers, a rim joist and a railing. The current looks a little swift for fishing though Ed.
I am seeing the bigger picture here… Creek Bridge Walkthrough Diner. The toll to get to the other side of the creek is not free. You have to stop and get something to eat on the way.
Spruce the place up, give it some paint, throw a few umbrella tables on the deck and there you go[dinner][(-D][(-D]
Apparently it’s in Georgia (the former SSR) - Train Wagon Bridge (warning - annoying popup on that site, but they do have other images of the converted rail carriage-bridge).
Yeah, probably.
