I have seen vehicles driven on BNSF tracks, though IIRC, those can be used on both the road and on the tracks.

There have been cars modified like this to run on the tracks science the beginning of there existance. It was common in the early days for shortlines that only had one or two locos to have rather exotic cars for entertaining the execs and impressing the shareholders.
You can read Vincovci on the side of the railcar. This is a town in former Yougoslavia. (I don’t know wich republic.) I guess, the foto is from Europe. Papic could also be a Yougoslavian name.
Similar railcars were used in many European contries.

yes, this if from Croatia, there are only about two such cars in my country and they are almost never used. I’ve seen one driven years ago when a whole section of tracks were being replaced, so I guess some kind of inpsection went in this wehicle to see the work that has been done or something like that.
Now that has to be a harsh ride!
The common Highrail trucks over here in the US is just a plain jane pickup with a work body all the way up to medium duty trucks (F650/750s, IH 4800+s, Freightliner FLs). The rubber tires support and drive the truck, with a set of movable steel wheels mounted under the bumper to guide the truck.

Looking at the wheels I started having flashbacks to Back to the Future Part III.
The ERIE MINING COMPANY had a couple of those, except with rubber tires too.
I’ve seen pictures of various vehicles with steel wheels, including a WWII vintage 2.5 Ton military truck.

It is spelled Vinkovci.Vinkovci is small town in eastern Croatia with population about 35 000.

This car is reguraly used for infrastrutural inspection ( measuring of switchers on open rail, deformations and other stuff ).
Every month this car goes in inspection of rails in railway section of Vinkovci.
Well, altough it has leaf springs on all wheels, and steel wheels, it’s not so uncomfortable [:)]
I drove it, it’s interesting [:D]

BTW, it’s russian made GAZ Volga M24 model with Mercedes 4cylinder diesel engine ( I don’t know precise cc ) with rear wheels drive
