It’s restored Jersey Central 0-6-0 #113 from Minersville PA, out for a run on the Reading and Northern, and putting on one hell of a show! When you think of the mess she was in when the Minersville folks got her they should all be candidates for sainthood for what they’ve accomplished.
Considering the “waddles” maybe she’s running just a little too fast but if you’re a lowly switcher and you get a chance to show off, who’s to say you’re wrong? Even if you resemble a Basset Hound chasing a hot dog wagon!
