I just had a visit from Don Reschenberg, a one-time associate editor at “Model Railroader.” Don isn’t on the Net, but someone he knows mentioned that his name had come up on this forum some time back. He asked me to post the following:
"I recently (Jan. 2005) learned that my name was being bandied around the Internet (that is, it was in 2002 and 03!).
"If Dave Nelson, Jim De Bree, and Mike (someone) are still reading ‘Model Railroader’ – thanks for your kind words. No, I don’t do any model work anymore. Seventy-four-year-old eyes and fingers don’t work the way they did in the '50s.
I liked Reschenberg’s work. One of my favorite layout plans was the Portage Hill & Communipaw which appeared in “Model Trains”. It was kind of fun when the plan showed up again as Don Ball’s Moraga Springs Northern.

I started reading MR and MT back when Don was the Art Editor (or maybe The Artist.) He drew a cartoon of himself once.
Seem to remember there was a guy named Andy – a different one.
Are you thinking perhaps of Willard V. “Andy” Anderson? He was with the magazine for a LONG time, and was also long time “interpolator” of the Student Fare column.
I remember the PH&C too from when I was a kid. Reschenburg described an interesting layout that was attainable. He showed how it could change or develop over time. And I seem to remember a storytelling style with humor and charm. Kind of like Bill Henderson does these days.
