Yes. If the snow is so deep that the locomotive can’t safely plow it, a snowplow of some type is shoved by the locomotive, or if it’s too deep for that, the snow is bulldozed down until a snowplow can handle it.
Biggest thing a train ever hit while I was riding in the cab of an Amtrak locomotive was a tree of about 8" diameter. We got down on the floor in case something came through the windshields. It put a 1" deep gouge down one side of the carbody.

If he was smart with a telephoto lens. If he wasn’t he got buried which wouldn’t be the first time.
