Do Quebec, Ontario, and British Columbia provide any financial support to Amtrak for the international trains?

Can’t comment on the Adirondack or the Vancouver service, however the Maple Leaf is a VIA train on the Canadian side of the border. It runs with VIA crews; don’t know if there is any settling up of equipment or maintenance costs.

Via Rail has nothing to do with either the Adirondack or the Vancouver-Seattle trains and they receive no financial support from Canadian sources. Support for passenger trains by Canadian provincial governments is confined to commuter services and the province-owned Ontario Northland from Cochrane to Moosonee.

I do miss the ‘old days’, when the real Delaware and Hudson ran the Albany-Montreal line, with thru cars, including sleepers, to GCT. The D&H had the best coffee, on their diner, that I have ever had on a railroad. I even gave up some ‘berth time’ to have some on the southbound trips.
