Not sure Amtrak would be a good lead for the project but DOT has deep pockets. If this is successful they also should put to rest the Chicago Union Station attempted grab by METRA once and for all.

Of course, the big profits from the office tower construction are less and less likely, the neighborhood around 31st St. continues to resist, and without through-running none of the improvements really improve the problems with traffic all that much.
Of course there’s little real guarantee that people in the Trump administration will figure the necessary stuff out any better than Hochul & co. have…
Without getting too political, that is a little misleading. The Civil Service does the implementation and oversight of the project here.
That said. Not every Federal Agency is the same or operates the same when it comes to Project Management. Some are much better at project management than others. I don’t remember when I saw a past DOT project fall apart. Though my experience has been at the State level more than the Federal level for DOT experience. I think this was a good move even though I am not a big fan of who was elected last. I am pretty confident the Civil Service in DOT will do a relatively good job with watching this project as close as they can given their other assignments.
