Can I just ask because I am confused here. What does a news bulletin have to do with information technology? I would think it would be more their public relations or public affairs department that is responsible.
Local authorities get Impressed with their Power to ‘stick it to the man’ when there are such incidents. To them Amtrak and the railroads are ‘The Man’.
Very likely there was a argument over Engineers ‘card’ as his identity medium rather than his Drivers License.
Imploding because someone made a typo? A little dramatic, no?

True. The PR department and as Zugman said a silly typo is hardly a sign of any part of Amtrak imploding.
From another site. Look at the number of passengers for the last 2 trips. How does Amtrak have a negative load? Just another example of Amtrak IT imploding. Wait imploding? sounds like a black hole?
Maybe all the passengers are sitting backwards?

You still haven’t fixed the imploded typo that was missed by our perhaps-imploded-himself proofreader. Hint: it involves the word ‘passenger’.
