Does this mean that AMTRAK marketing is actually paying attention to demand even if only for one day ??

This essentially gives the Norfolk area twice a day service to Richmond and north, morning outbound from Norfolk and inbound to Newport News, afternoon outbound from Newport News, and inbound to Norfolk. I don’t think the Newport News service will loose passengers, but might even gain a few.
I pretty much agree. Although the distance is small, getting from Norfolk to Newport News is a pain - a big barrier to those who live in the suburbs on the east and south side of Norfolk. I don’t think the two trains compete for much traffic at all. There is already work being done to speed up the schedule by about 10 minutes - work at Petersburg isn’t complete yet. There are also plans afoot to add a few more trains a day on the route.
Or somebody in VA DOT is holding their feet to the fire. It’s VA’s nickel on this one.
