If the railroad shut down, or if they embargo shipments of ethanol (bomb trains), those refineries will close (Farmers will not be paid for their corn) and the ethanol will not be shipped to the gasoline refineries. Therefore, the mixture will not fit what the law requires and the gasoline will not be trucked to the gasoline stations. There might be more need for Amtrak and commuter rail if there is a fuel shortage, but they will be embargoed also. Fix the law because everything will stop if the railroads stop.
