TracTronics, Incorporated, has one called the Cooler Crawler that is a very good system. Their web site is http://www.tractronics.com
If you’re REALLY insane, you could build one like the article in Model Railroader magazine January 1986.
I built 6 of these for the club layout and they’re still in use.
I bought a Vari Pulse hand throttle on Ebay for $39 from a Small Company i Canada
and i have been very pleased with it.
It has outstanding slow speed performance
It does get warm to the touch when running 2 older athearn locos
Not sure if this is still a valid link

Do a search on E-bay or at a train show for a Troller Handheld controller. I have 2 I bought new in the box, paid $5 for one and $10 for the other. Great little handheld pulse controller from the 80’s early 90’s. I love mine. All the need is 16-18 VAC in, which I pull from a cheap toy train transformer. Dave
One of the best Hand-held, walk around throttles is by GML Enterprises. They have with and without memory. They are very reasonable in price and come with a 5 yr. warranty.
I’ve used them over 10 years without any problems.
You can find the at www.thegmlenterprises.com
You won’t be sorry…
