Went back in today to see if resolved. The red highlighted Annual Index in each subsection is a link back to Annual Index, thus an apparent loop. HOWEVER, if you click on the black title, that will (after a hesitation) take you to the sub index you are seeking. so indeed it does work. Just slightly misleading with the underlined red Annual Index and no indication that the black title is a link.
In other words - “Never Mind”.
