Anyone ever model a emergency response railroad training center?

Having recently read a story where 2 old MN EMUs are being sent for use in Emergency Response training (of course I cannot find this story right now), so that fire and EMS personnel can train for emergencies using actual equipment, I was wondering if anyone has modeled such a scene (since many modelers like to model emergency equipment as well as railroad equipment).
The only example I can readily find on-line is this story of the Central Carolina Community College Emergency Services Training Center obtaining a retired tank car for training purposes, but I have heard of several other such training centers with retired railroad equipment.

The state Fire Safety Institute here at the University of Illinois, Urbana-Champaign, has its training facility on the east side of the IC/CN main on the south side of Champaign. If you had the room for it, you needn’t restrict yourself strictly to RR emergency response. You could do fire, EMS, and hazmat training also, with a wide variety of equipment and scenario support. They’ve got a variety of RR equipment, but also buses, fire escape towers, and structures.

This is a good idea for a tasty scene whatever you have room to model.
