Are they? There are varying degrees of citizen participation in government. In the US, it’s participation via representative proxy, and most mundane decisions (such as authorizing a subsidy for railroad expansion or enforcing antitrust laws) are left to the reps without much in the way of average Joe participation. We just get the bill on April 15 every year.

Whether the idea of a nationwide voter initiative process would work in the US or not (as it does on the state and local level) is left to speculation. But if we had such a process, we’d probably be drilling in ANWR right now, we’d jettison most EPA constrictions that directly affect the consumer, we’d have a wall on the US-Mexico border, and frankly, we’d have open access railroads…

Then you have China on the other end of the spectrum, with no citizen participation to speak of. For better or worse, things get done in China, but individual freedom is still just a fantasy.
