Is Athearn part # 40028 the same as part # 40019 (except for quantity)?

I think they are. Both are 40" wheels with gears and doing a quick google search it seems the only difference is quantity.

I should have added that the Proto 2000 “Tune Up Kits” are the same thing as well. If you can’t find the Athearns you can use the Proto’s as an option.
