What is the maximum gallon capacity for the single dome tank cars used by Santa Fe in the 98000 series (similar to the Athearn HO one dome tank cars)? By comparison, a more modern tank car design used by Santa Fe and later BNSF holds 20.9k gallons.

Those are both class Tk-O class cars built in 1953. (The “98000 series” isn’t sufficient i.d., since there were also larger tank cars in other classes higher in that group of numbers.) They have a capacity of 16,084 gallons. Originally built to carry diesel fuel, some were later re-assigned to other commodities. The 98017 is shown lettered “NEW LUB. OIL” for lubricating oil service. Note that all ATSF tank cars were used in company service, not in common carriage.
