Broadway Limited T1 4-8-4 I don’t have the operators manual it got lost but I was trying to set the Automatic Forward / Reverse Signal so when the loco stats and reverse. Forward 2-toots and reverse 3-toots The web site shows that it can be done but with out a manual I have no idea how could some one explane how or if it can even be done.

Since there can be many choices to this, try to get the manual.
You should be able to download the manual. Start with the manufacturers web site. Then find out what brand of decoder is used in the locomotive. Once you know that, you will need to go to the decoder manufacturers web site and download that manual. Once you have the manual you should be able to set it up.
Probably not the answer you wanted, but not everything is easy, and I don’t have that locomotive. I do have sound decoders that do what you want to do, and they are Tsunami types made by Soundtrax. Other manufacturers decoders may do the same thing.
If you have an NCE system, you can get the decoder manufacture and version number from the programming track by starting the programming process. Then look up the manufacturers number from the NMRA or Tony’s trains web site. The version number should get you close to the model number of the decoder.
