Bachmann 2-6-2 Electrical Pick up clarification

I have one of the subject locos [cab 1836], which is dead as a dodo & not responding to wires held direct to the wheels.

It has 1 ‘tyre’ on the front left wheel [when looked at from the front] . Should there be 2 tyres?? 1 seems odd.

Where does this loco pick up the power from. ie, which wheels??

In the end I found one of the problems was mechanical - the axle on which the bull gear sits had split under one of the wheels and the wheel could rotate on the axle, which was throwing valve gear timing out the window.
