1522: “Best” is a highly personal opinion. Some folks prefer chicken grit, ground seashells and the like. I prefer crusher fines with a polymer additive. (There was a lengthy discussion on the polymer elsewhere on this forum.) If we knew where you live someone might be able to suggest a particular store for what you need. Here in sunny San Diego I get my rocks from KRC Rock, a rock store that handles crusher fines to multi-ton boulders and everything in between. Main point you want is SHARP EDGES, which will interlock and become stable, round pea gravel will not interlock and will not hold track stable.
Not sure what part of the world you’re from, but here in Calfabulous,The State of Shock I use what the quarry calls quarter by dust. It’s also referred to as fines in some places. You can get it at a Masonary Supply house or brickyard any place that sells landscaping supplies. Folks use it as fine crushed rock for walkways. The most affordable way is to get it from the quarry. I’m fortunate to have 2 quarry’s within ear shot! Bill
