Bed board to elevated grade change

Well,we’ve scribbled, verbalized and drew from a hat and it looks like a 7 to 0 vote on naming the new Pike,“POP-Pa"s Express “,rated,GP-13.Oh did I mention, oly gand-kids can vote.? However,we are on the fast track build due to a very unexspected diaqnosis of abdominalal cancer. So Firstchallenge. The treansitions from flat bed foam to the first raised bed to a low hill grade.Ive got 1x4 bench,up 1 3/4 " foam.Do I cut out the 1/2” foam,to the bed shape, cut the 1/2” ply to the same shape ,caulk or lquid nail together and then riser the whole sandwich in increments in even spaces up to yhe finallevel? It would seem to me that this would make the final transition smoothless, with no seam or filling at that point.Once complete,I can begin to set my flat deck level street scape, rough in track and begin my pier scape and harbor pier grad?As I said we are sort of fast track soo the track crew can start placing track switshes and dock frint buildings?

Sounds like you have discovered “Cookie Cutter” layout construction. What you have described is one or the many methods of building the hills to make them come alive with the sounds of trains running. A good thing!!
