I have a “what I did” about putting a more typical tender wheel on an old time IHC 4-4-0 at:

Looks good!
Actually, the wheels on 4-4-0 tenders varied from 22 inch disc wheels (on the V&T locos at the Nevada Railroad Museum) all the way up to 40 inch spoked wheels (NYC 999 as built.) Of course, 4-4-0 drivers varied from 54 inches to 86 inches. The only thing ‘standard’ about the American Standard was the wheel arrangement.
The 22" V&T wheels that are represented on the IHC model never looked right on the model or the real locomotives. There is a typical range of about 27-30 inches on most 1870’s 4-4-0’s. The HO 31" wheels accompli***his in the OO scale IHC 4-4-0’s as 1870’s engines. In HO the IHC 4-4-0 has to be updated to the late 1880’s where the 31" wheels would be more representative.
Just a thought
