BLI Switcher problem???

I just got my first ever sound loco. It’s a BLI diesel switcher. The manual says to shut the engine down, press F9 twice. This has absolutely no effect at all. F1 & F2 work the bell and horn respectively and F3 clanks the couplers. F0 doesn’t turn the lights on either. I have a Digitrax Zephyr. I should be in 128 speed step mode. How do I check this?
As usual, I am appreciative of any and all suggestions.

The double press of F9 is slow and deliberate. Press it once and wait for the first stage of shut down. Then press again and the loco will turn off. There is a several second gap between these two presses. I beleive that the loco has to be stationary when you do this, so make sure the throttle is all the way to zero and the direction switch in the brake position.

I never bother to shut down any of the Broadway Limited locomotives I have and they have never suffered any harm because of it. Shutting down a diesel locomotive’s engine takes quite a while to accomplish, so maybe you’re just not waiting long enough to hear the result.
