Blurred Picture Assistance Needed

One of my colleagues at work has turned up a blurred snapshot of a locomotive which is supposed to be the engine his grandfather ran at one time. All that is written on the back is “Aetna”. Since his grandfather lived in Aetna, Ohio I’m guessing this is the location. The engine doesn’t have a Belpaire firebox. The front end is remiscent of the B&O. I can’t make out the wheel arrangement but the engine does appear to have a 2 wheel trailing truck. The number plate on the boiler front is round and the engine number appears to be either 4291 or 4281. He thinks the picture was taken in the 30’s or 40’s.

With this meager discription I’d appreciate any guesses as to actual railroad and perhaps engine type.

Thanks Joe, that was all the guidance I needed. I found the site you mentioned and it is very obvious from the pictures on the site that the engine is a B&O Q1-c.
