I would like to know how much of this is federal and state funds passed on to BNSF through WSDOT. Several of the projects identified were part of passenger rail improvements related to upgrading capacity for Amtrak Cascades, including freight improvements at Everett.

It’s probably part of their efforts to get approval for coal trains.
