I’m pretty sure that the Trains article from sometime late 70’s early 80’s had some plans. It was a two part article.

The articles referred to were from the September and October issues, in 1985. There are lots of photographs and trackplans, along with a couple of maps and a floorplan of the main terminal area, but no plans for the entire complex. A model of the station alone would consume a lot of area: the main concourse was 225’ long and 66’ wide, while the train concourse was 44’ wide by 450’ long. In addition to this, there was a 362’ long baggage and mail wing. There were 14 tracks for passenger cars, and the complex included an American Railway Express building of 100,000 square feet, a power plant generating heating steam and electricity, a Pullman service building, ice house, coach shop, and an 11 track, 100 car capacity coach yard. When I visited in the mid-70s, the station was in poor shape, with many areas boarded up, but it was still an impressive sight.

The station may have been in sad shape, but the main concourse was recently used, (Sept. 10, 2006) as the location for the " Buffalo Central Terminal First Annual Train Show. "

Note the “…First Annual…” bit of that paragraph above.

Also, the November 2006 issue on Railfan & Railroad also features an article on the Buffalo Central Terminal. Unfortunately, there are no plans in that article either.
