BUGX 3190 (ex-NCRR 3190, ex-SP 3190)

Found these very rare pictures of it being moved out of Eureka, California. I have no idea where it will be going to.
(Definitely not Portola nor the WPRM at all)

Why did Matt Monson leave them out to rot for so long? (referencing SP 2872, 3779, 3857 and 3190). And why not save all four of them? or did Monson not have enough money to save all four of them?

Is this what BUGX does to every locomotive they own? Just letting them rot away until they get scrapped?

When 3190 gets restored, it will be the second-last surviving “torpedo-boat” SP GP9/GP9R.
