If your question is can the 220S be used to motorize a turnout, the answer is “No.” They can, however, be used to power a frog or signals, etc.
The 220S is a ‘ground throw’ switch stand with a SPDT electrical contact so the frog can be wired(or a signal can be wired to it). It does not provide an electrical way to ‘throw’ the turnout. It completely ‘manual’.
