I really don’t care, 'cause I don’t live there. It sounds, to me, that it is a viable plan, but at 120 mph, or so. I did take a ride on one of CA’s trains a few years ago. It was super-cool, Bakersfield to Martinez. They seem to do things right. Hook it up, Moonbeam!
Where does the $69 billion figure come from? Apparently railroad construction for the enrichment of contractors did not end in the late 19th century (Credit Mobilier, et al.). Perhaps austerity measures are in order for our friends in (heavily-indebted) California.

These idiots do not have the money available for this project, but not having any money available never stopped this bunch from spending money they do not have in recent times. California needs a reality check among it’s legislators, but, it is too late. The misbegotten foolishness continues thanks to fools that keep electing other fools.

California could eliminate its problem of money being exported out of state by charging tolls on I-15 and I-80 near the Nevada State line.
Education and public safety are always held hostage by the big spenders. Ask yourself why almost every other state does more with tax rates lower than California has now. Sending more money to Sacramento (which gets plenty now) is like giving more whiskey to a drunk.
But if this HSR push will hurt the passage of either of those tax-increase proposals on the November ballot, then Brown’s boondoggle isn’t all bad. In the long run, California HSR is DOA anyway.
CA does not have the money now to cover their indebtedness, Get the state back on a fiscally sound position (by cutting the populist legislators who think money grows on trees). Only after that should a major project such a this be considered.
