If I’m not mistaken they never turned the lights off when the train was in use, even when parked and off line a few lights were on. Tunnels, dark cloudy days, interior rooms with no windows, a variety of reasons to leave them on.

Tatans, Re: Lighting on the prototype. I’ve watched various YouTube clips of VIA trains at night. On some clips a few of the cars have their lights on, while on others every car, including the baggage unit, has their light on.
Here’s one with VIA’s version of The Canadian. I really like that clean SS finish!
I thought perhaps the green tint was a bit strong, however, after watching the U-Tube movie the green tint is there. No doubt about it. I see VIA Skeena running from Prince Rupert to Prince George but its a daylight trip so could not check the tint.
In service, the lights in the coach were dimmed late in the evening until morning. The corridors in the sleeping cars stayed on, but of course in the bedrooms, roomettes and sections the occupant would normally turn them off when they went to bed. The lights in the domes would be turned off except for a few low intensity ones to give a bare minimum illumination for finding a seat.
