Paint can be a flammable substance William. In this case, it looks like it was the kind used to paint walls inside a house. Thank God nobody was injured and there was no fire. But how did this truck lose its trailer?

There was a cartoon in the old Railroad Model Craftsman several years ago that descriped the same event. Something to the effect of: Engineer to madly photographing railfans, “Easy boys, it ain’t a new scheme, we just hit a paint truck.”
