Higher taxes, and labor & regulatory costs. There may also be issues with the new EPA Tier 4 emissions standards, since these units do not meet those requirements.

Well it’s North America and the dream of NAFTA, Bombardier is Canadian EMD is U.S. and the work will be done in Mexico.
I’m not sure how rebuilds must reflect EPA rules and if these are only used in Canada CN can tell the EPA to pound sand.

Does anyone know haw Tier 4 regulations apply to Canada or locomotives exported to Canada? US railroads are still using similar units, so is there any reason they can’t operate in the US? Also, do Tier 4 requirements apply to rebuilds?

No, Tier 4 only applies for new units. The CP SD30C’s will be able to operate in the US without restriction. As far as I know, Canada does not enforce EPA Tier 4, but CN and CP are nevertheless ordered Tier 2 and Tier 3-compliant units since most of them will run on US lines are some point or another.

Emission control rules in Canada are in alignment with the U.S., so new locomotives would have to Tier 4 standards. But unit rebuilds can still be Tier 0 as these units (same applies to all diesel emission standards, hence the popularity of “glider” kits for OTR trucks). The key is keeping enough of the old unit that it still qualifies as a “rebuild”.

They look like fine “Made in America” to me. Or did someone forget Mexico is in (North) America.
