Cellulose Insulation for Ground Foam?

First post…and here we go!

I was at Home Depot and saw a bag of blow-in cellulose insulation of an “eco-friendly” type. It looks like it is just recycled paper and wood and such, and the thought occurred to me that this could be dyed and used as “ground-foam” for scenery. I searched around for guidance on this and didnt see any. Im figuring that I would get some Rit and just give it a go. Any thoughts on this?

Im building a Christmas layout on the cheap, and this would cut down on costs given that a giant bag was only $7!

Yes cellusose insulation is ground up newspapers treated with a fire retartent. That bag is highly compressed, so it will hold a club sized lifetime supply. Never heard of it being used this way, so please keep us updated if you try it.
