Something interesting that may be of help. Look at the kits below. Both are, basically identical. The Faller structure (1st photo) and IHC kit (2nd photo) are basically identical kits. The Faller version offers better detailed parts and is more expensive than the IHC version. However, the IHC kit can be very easily spruced up with detailing, painting, and weathering.
Both kits show up regularly on ebay.

As you seem to know, cement manufacturing takes place in large complexes of buildings. A large footprint. What we typically see as models is better known as a Ready Mix plant. Cement is not manufactured at a ready mix plant. Concrete is produced at a ready mix plant, usually in small batches. Cement is a component of concrete.
Cement plants are likely near limestone quarries. Not on top of the quarry, but close to the source of limestone. Likely close enough to truck the limestone into the plant. The other igredients might typically be brought in by rail. Gypsum or Fly Ash, any chemical additive.
The Walthers Valley Cement plant has the major components of a cement plant. The kiln and the rotary crusher being notably unique buildings than a ready mix plant or a cement distribution center ( like Walthers Medusa Cement).
I can’t help you with articles from MR (that’s typical around here, you don’t get an answer to your actual question, [:D]). There is an old thread on this forum about how the Valley Cement plant would work, but my search abilities are not good.
but Google Images have lots of pics of cement manufacturing plants. Maybe you can figure out where the kiln and crushers are, and then fabricate a close model of the two.
