I’d like to change the speed steps on my loco from 28 to 128. The decoder supports the change, but how do I do it? I have access to a programming track and DT400 hand held unit. Thanks in advance!
You read your manuals on how too status edit your command station for 128 step and then you change your decoders CV 29 value as per your decoder manual.
To go from 28 to 128 speed steps you do not change anything on the decoder. If the decoder supports 128 speed steps it will have two options, 14 speed steps and 28/128 speed steps(CV 29 bit 1). When the decoder is configured for 28/128 speed steps, it will recognize 28 speed step commands and 128 speed step commands, so if you want to use 128 speed steps you just have to make sure the command staion is sending 128 speed step commands(which is the default on all current Digitrax systems).
You’ll need to adjust CV29, if you are on 14 step mode. If you are already on 28/128 mode, then Robert is correct, it will detect that and adjust accordingly.
You should check CV29 just the same. Note that CV29 also controls NDOT (normal direction of travel), 2/4 digit addressing, DC compatability, speed tables and 28/128 steps. Here’s the Digitrax link for CV29 values:

I generally set mine for CV29=35 which is 28/128 step throttle, 4 digit addressing, DC off, no speed table and reverse NDOT. You might start with CV29=34 and see how that works.
