Remember, you only read the press releases approved by the overlords of the PRC. The stories of shoddy construction, bribery, and mis-management that caused accidents isn’t widely reported.
There was an excellent article on the Chinese high speed rail and their construction practices in the most recent New Yorker magazine. The bottom line appears to be just as Michael Lampman says, plus I would add a disreguard of safe operating and safe construction procedures. The jury is still out on whether the effort will be successful or not.
