Was wondering where you can get chop nose kits to build an Illinois central GP-10?
The short answer is “you’re not.”
The better answer would be to suggest reading both Marty Cozad’s and Bruce Chandler’s articles in the current GR on working with styrene, and try your hand at building the nose yourself. From photos I just looked up (I just did a quick search–I’m not a diesel expert) the GP-10 is essentially a GP-9 with a lowered nose. That makes life simple, in that–quite literally–all you need to do is chop the existing GP-9 nose down a bit, and build a new front cab wall. The techniques described in both those articles should give you enough information to get you started.
