Sam, first, welcome. We tend to reply here, on your post as opposed to just emailing you…this way others with like questions can learn.
With regard to your question, a number of folks will use a Dremel tool with a wire wheel. Main thing is to make sure that you keep the wire wheel away from the tracks! You don’t want any metal debris near the layout as some engines have magnetraction which will pull the metal into the engine. I would not use this on the wheels of the locomotive though.

More specifically, I use the Brass wire wheel. It’s easier on the soft metal of the train wheels.

Better yet, if you can find a wheel with the 3M Scotch Brite material, you will find it cleans and does not damage. Unfortunately, I have only purchased my wheels at train shows from small tool vendors, so I am at a loss on where to tell you a place of possible purchase.
I found those at Lowe’s. I have one, but never tried it.
