I would hesitate to call this a “secondary line”. It is part of a rather busy, ctc controlled route that delivers freight from western Canada to the former DW&P and south into Duluth and down through Wisconsin into Chicago for routing further south or to the east via an interchange with NS or CSX
The first 4 bullet points have to do with Canadian authority and not safety.
Might be time for a line relocation to north of the border if US regulations make that the cheaper option.
