code 100 to code 83

what are a few ways to go from code 100 with cork roadbed to code 83 with no roadbed? I have the plastic transition joiners. Just would like to know what to use for the slight incline(plaster paris, sculpamold or something else with latex caulk.

I use wood shims from Lowes. I imagine that any hardware, lumber, or home center has them.

I would use a small Surform plane to taper a piece of cork. I have used these on cork roadbed to smooth vertical curves, uneven joints, etc.

What I have used is layers of tape, each layer about an inch longer than the last until the transition is complete. I would only use something similar to a painters tape so that ballast sticks to it later.
