If I were UP I would try to maintain at least a single track crossing of the BNSF in the case the flyover is out of service for whatever reason.

That’s in the plan, kind of (diagram link). One UP track will cross the BNSF mains at grade for access to the old Colton yard and two staging sidings. IMO if a derailment happens on the flyover some cars might fall over onto the named track and probably the SE connector - plan B cancelled! [oops] [:$]
