‘J’ Tower is apparently now owned by the Lancaster Chapter of the NRHS. It used to be the ‘Lemo’ tower on the PRR at Lemoyne, at about MP 83.2 on the Columbia and Port Deposit branch.

Nice old-time effect with the B&W, and ‘dodging’ or ‘burning-in’ of the image. The wood-sided passenger cars, old auto, and the gaslights in the background all lend to it, plus the absence of modern stuff (unless you look real closely).
