I believe that it is their W&S Layout. However, you might not know of this part yet, as I heard that MRM is having a massive overhaul of the MR&T and W&S, so this is probably a new portion.
That does look like the W&S shelf, but I would be shocked if that isn’t in the mag. I don’t knoe of a single MR mag (or for that matter, a magazine at all) where the cover picture had nothing to do with the included content.
EDIT: I used the virtual preview, I’m pretty sure that is the WSOR, just south (relative to the wall) of the paper company, and that that pick is for the yard stuff, which appears to use multiple layouts for reference.
It is definitely the Wisconsin & Southerm Troy Branch addition to the MR&T. The portion shown on the June cover is at the extreme upper right portion of the layout as illustrated in MR’s Track Plan Database (the area indicated by the #4 arrow on the track plan diagram). The view is looking along the layout from a point near the lable “Engine House” in the direction of the depot and water tower.

In the sneak preview section, I noticed an article on Yard operations and such; perhaps it has nothing to do with the layout itself, and just be featured because it was a close, convenient yard to photograph. \
