Well, I model CPR, but diesel not steam, so what I say here is subject to correction by someone more knowledgeable. Looking through my paint drawer this afternoon, I find a jar of Modelflex CP Tuscan Red #16-160, and Polly Scale Steam Power Black #F414110. These should be fine for CPR steam. I’m not so sure about decals–they are out there but you may have to special order what you want. C-D-S Lettering in Nepean (Ontario) does dry transfers for CPR steam. A local supplier, Daly Designs, does special orders–check out Central Hobbies at www.central-hobbies.com.
I am sure there are painting & lettering diagrams for CPR steam as there are for diesels, but I don’t know about them. Another good source of information would be general illustrated histories of the CPR. You might start with Omer Lavallee’s “Canadian Pacific Steam Locomotives” (Montreal: Railfare Enterprises Ltd, 1985), Robert D. Turner’s “West of the Great Divide” (Victoria: Sono Nis Press, 1987), or Donald Bain’s “Canadian Pacific in the Rockies” (Calgary, British Railway Modellers of North America, 10 vols, 1978-1985).

Another one that might help is the Railfare “Canadian Pacific Railway Diagrams and Data Steam Locomotives” edited by Omer Lavallee, published in 1985 as a companion to Omer Lavallee’s “Canadian Pacific Steam Locomotives” mentioned above. It is a re-print of CP’s January 1945, revised Feb 1947 publication. Even has a diesel in it! It does not have specific paint diagrams but does have all major dimensions and shows general locations of lettering.
Note that Mr. Lavallee was the CP archivist for many years and was probably the most authoritive on CP steamers in general.
As I model CP diesels, I can not offer any paint suggestions, sorry.
