The mass movement of oil via rail is nothing to gloss over. There was a derailment on UP’s feather river route yesterday with 13 cars of corn derailing, if it had been oil it would have been a major disaster.
Given that the PHMSA stuff is aimed at reducing the risks attached to CBR–which are pretty obvious and immediate–while the RSIA initiatives are a lot more diffuse, this could be seen as an instance of government behaving rationally. (As in, aim your safety initiatives where the risk is.)
Government behaving rationally–you don’t see that every day :-).
