The City replaced water and sewer lines requiring CSX to redo the street crossing.

Replacing the rails TOP: Part of Kent Street in Winchester is closed to through traffic this week as CSX replaces old rails. CSX workers align a section of railroad track with heavy equipment at Kent and Piccadilly streets Monday. The project should be finished by Thursday. If you consider a welded rail train has 20-40 strings of rail on it and has to bend through switches and curves, yes rail is very flexible.
