CSX takeover of CN line in Chicago

Last summer there was an application for CSX to lease the former GTW line in Chicago in exchange for a similar lease of CSX line in Memphis by CN. This was a significant operation change for CSX as it would then have an alternative route for Clearing Yard and possibly their intermodal facility in Bedford Park.

Has this operational change occured yet?

Munster to Elsdon was approved by STB on 2-8-13…FD-35522 There are still hoops and two hurdles to clear, including qualifications of crews (CSX And GTW had an earlier agreement, so some folks are already qualified). The bigger issue is 95th Ave and two crossings into local hospitals/ trauma units that might be affected by a 20+ train per day increase (even though there are grade separations close by, creatures of habit don’t always react well to change) - The STB decision is on the web (as are the filings), take some time and read the details. (wunnerful rebuke of some of the centralized dispatcher claimed savings)

One of the CREATE programs, B16, is the restoration of the southwest quadrant connection at Thornton Jct. Will this take on greater importance with the CN-CSX transaction?
