There isn’t a formal car shop at Kenmore, CSX is laying off or reassigning three car department employees. Now a bad order car will sit until “enough” cars are sitting waiting to be fixed by a car department employee form Frontier or Niagara yard.

No, Robert, Jim knows corporate and political BS when he reads or hears it. And since the article pretty much just reprints the press release, we get fed the same BS. Here’s the press release in unambiguous prose:
116 employees to be laid off at various CSX shop facilities, due to business downturn caused by poor Federal fiscal policy and environmental extremism at the EPA. CSX will attempt to relocate as many of the 116 to other facilities, but those who can’t uproot their lives and families on a moment’s notice are S.O.L.

I sympathize with any worker and family " who can’t uproot their lives and families on a moments notice ", but what about the HUNDREDS of COAL MINERS who are in the same situation ? These railroad workers might consider themselves more fortunate in many or most of these circumstances !
