Basically the rr does not care.

Pure speculation, but with the rails going straight through the town, perhaps CSX was trying to take into consideration times that would minimize complaints from the locals.

freight traffic tends to peak on Friday, so trains get longer or run in multiple sections making for more traffic than a single track could handle.
